You decide the location where to download on your hard drive, it is never deleted except by you.
Whereas internet cache is a place on your hard drive used to store files temperorily, and are automatically deleted after some time, or if the alloted space runs out.

Internet Cache is also located on your hard drive It's location depends on your operating system .
Downloading a file is a explicitly downloaded file , Internet cache contains files that were implicitly downloaded while you were surfing the web , files like Html pages , images , flash files , java script files , cookies , and sometimes videos ..

To a cache means that file is temporarily kept, it was either a page with associated files or installer being told to just download and run and automatically deleted.

To a hard drive meaning you purposely want that file permanently.

Search for the file...if you selected Run From Current Location, it put it in your cache, but it you selected to save it, it saved it wherever you told it to save it.

Probably not, the file should be the same no matter where it was stored on your PC.
