There are several meanings to the word 'free.' However, in this case I'm assuming you mean paying no money to have. If that IS the case, then no, it should not be.
Internet access and broadband are both relatively new technologies, the more money being poured into them, the better they will get. It benefits us as much as it does the companies that profit off it.

Unfortunately, there's no such thing as free. Someone has to pay to install and maintain the infrastructure, and repair it when things go wrong. Broadband is one of the core products for most communications providers these day, and their profits rely on it. The chances of them turning their operations into a charitable concern are virtually zero.

No. It costs money to setup and maintain the required infrastructure and someone has to pay for that. No one actually needs broadband so why should it be free just because someone wants it but does not want to pay for it.

No. It would never be "free" anyway. If a private company has to give it away, they will go out of business. They could give it to you for free but the number of annoying advertisements that you have to deal with would be overwhelming. The only other way is for the government to provide it for us. Higher taxes to pay for it, lousy service delivered by government programs (have you seen medicare lately)...

no, if it was free then it would be regulated. The attraction of the internet is that you are free to roam with no restrictions. Give someone the responsibility of providing free of charge then whoever controls that will start to regulate your usage and forcing their content at you
