The answer is there isn't one. The reason for taking bisoprolol is to reduce the workload of the heart by slowing it down. This also reduce blood pressure. One's heart rate may go down to 50s and sometimes 40s, but as long as one remain asymptomatic, this is acceptable. The efficacy of the drug is not measured by heart rate, but blood pressure and side-effect (if any).
