I would say with.
"To" implies you're doing it "to" her, not "with" her.

It's all in the way a girl thinks. I mean one time I asked this girl could I make love to her. Then she said can't you ask me in a better way? I was like what am I supposed to say and she said how about getting busy. I'm like uh ok if thats the way you want it. On the other hand I've said those things to other women and they thought that was so romantic. So it depends on the woman.

it sounds better and feels better to have your man make love to you, but then it takes to to tango, so it would be making love with you becuase you will also give him your share of love ;-)
