it depends on the person.but i think most will appreciate it. i would know coz i'm 14 and a girl. a guy told i love you to me when i was 13. if the person is deep or kinda mature, it's either "that's a guy. studies first!" or
"oh my god!!! *blush*"/"hayyyyyyyyyy...."
if the person is immature or childish, "whatever! let's just get on with playing! slowmo!" or sumtin like that

Give it a go... It may work out for the best - or for the worse. You'll never know until you try! But from my experience I can tell you that usually when you have feelings for one of your friends, they usually have feelings for you two. Take me and my boyfriend for example: We were best friends for more that three years. I've always had feelings for him but didn't want to tell him for fear of how he would react. One day he suddenly told me how he feels about be... and we've been together ever since (2 years already).
Give it a go - you have nothing to lose and everything to gain!
