Via a network? because you specify a change be instantaneous.

The thing is File and Printer Sharing; in a Windows software, It is built-in unless you are trully using old Windows 3.1 era.

Syncs can be setup to only sync files that need to be replaced or files in a specific area. If changes are small, only a few files will need to be mirrored. With file sync, you simply place a file in your local file sync folder, and it’s immediately available from any computer, smartphone, and tablet that you authorise. Devices linked to your Mozy file sync will always be up to date with the current versions of your files without ever needing to be refreshed. The sync will finish in the blink of an eye.

There is software available for syncing files/folders. However, if you have a document open, a user on another PC will not be able to open that document for editing at the same time.

Here's a file sync application: http://www.goodsync.com/
