On top it's called an upper control arm. Not sure what bolt on bottom is called. It's at the very bottom of spindle. From I guess what might be called the A fram to the spindle, keeps tire from just flopping over.

Yes lower control arm is connected to the spindle or "Steering Knuckle" by the lower ball joint the top ball joint has a cross bolt and slotted top of the spindle clamps it in . Lower A frame lower arm and in Nissan it is called a transverse link
