This is not new. Village people,be a SC/ST or not, always get less benefit than the townsfolk.
Any govt.organ,panchayet or B.D.O, all are equally corrupt.
So, no switch off in near future.

it generally happens in India that villagers get less benefit of any facility and/or policy of government in comparison to the urbans.To switch off it, the working of Gram Panchayat must be transparent and the villagers & members of Panchayat should be aware about it and pay attention to it.

The punchayat or municipality should see the ppeople getting their reservation in the villages and the people have awarenwss.
