They have to be cleaned. but you may be on to something to design a female public bathroom seat. They did this in California about 25 years ago with female urinals. I doubt it caught on.

So they can be cleaned, also they are cheaper, as a different design for women would cost money to invent, therefore raising the price. Cleaning engineers would have to be retrained, technical manuals would have to be written and hours of wourk would be lost due to people examining the new ones:) really it could happen.

Personally I dont like sitting on public toilet seats, you never know who has sat on them before you, so if you lift the seat at least you dont get it wet for the next person!

They lift up for drunks who wander into the wrong restroom!
They lift up for little boys who are not old enough to go into the men's room alone.
For cleaning purposes.
For he/shes.

Because they don't make a special toilet seat for female toilets. Why would they? that's just more machinery and workers they'd have to pay for something that they don't need.

Maybe the females are there to vomit?! lol also, how would they clean under? they couldn't! and that would be NASTY. And who would pay for "female" and "male" toilet seats? that's just weird.
