Neither one douche bag, he was referring to his ability to get people from all political backgrounds to work together. He did this effectively in Texas but unfortuanetly as President democrates are so partisan they had rather see harm come to the country than work on real solutions to real problems.

As Russia is a communist driven country so as America is a capatilistic driven country. Therefore, definitely he was referring to corporate world.
