16, There are solids, 1-8 and then there are stripes 9-15, and the cue ball white.
Unless you are talking about snooker, a snooker table has no pockets, and has 22 balls.

for 9 ball game- its 10 balls ( Including 1- cue ball )

for other game- its 16- ( 15 + 1 cue ball )
