Most department stores, especially if it is during slower times. Also Fredericks of Hollywood is very good and helpful if you are in their size range. Many women's clothing stores such as Lane Bryant and Avenue are also good. Just don't go in acting like a perv, be honest and tell the sales girl that you are shopping for yourself.

Well, any lingerie store should be willing to oblige... they can't really discriminate and mostly want business... so probably wouldn't turn men down.
Try... Victoria's Secret? that's the only one I can think of...
Sorry I can't help more though. Well, they'll probably just give weird looks, but won't actually deny men.
