A Schengen visa allows you to enter any country in the Schengen zone and travel freely within the Schengen. So basically, yes, you can go to the Netherlands first and go to Germany from there.

First find out if your nationality needs a visa to enter Netherlands. Some nationalities get their visa upon arrival, you may want to check that too. If you need a visa, then you may want to know if you need a single or a double/ multiple entry visa. You will need a multiple entry visa if you need to re enter Netherlands for your flight back. Or if your ticket is - country of origin - Netherlands -Germany - back to country of origin.. you need not have a re entry visa. single entry will do. otherwise you will need.

if you are white, yes. if you are non white, you might get arrested by the authorities here. They are questioning all non white people in the cities now, to fight against terrorism.
