As per constitution , what is the difference between a union territory and a territory under statehood in India?

Yes..it is. A union territory is under direct control of the center, unlike a city in some state which would be governed as per the state's laws and government.

Chandigarh is the capital of the State of Punjab as well as Haryana. It is also the Union Territory. The difference between a State and an Union Territory is self-evident in the terms State and Union Territory. A State is a province entitled to its own provincial government whereas a Union Territory is directly administered by the Union Government, through a Lt. Governor. There may be an elected government even in a UT, but it is subordinate to the authority of the Lt; Governor who is the representative of the Union Government.

yes chandigarh is union territory. as per constitution the diffeence between a union territory and a state is only that it is controlled by state governor and state government but a union territory is controlled by lt.governor.
