First we define the word 'such': 1. that particular kind or character, 2. being the person or thing indicated,
'as such' then means - as being what is indicated, in that capacity
Such refers back to something mentioned, meaning kind of ' like that'
It is commonly used in the negative. For example:
I apply for a job and am asked if I have any experience with that particular type of job. I might reply, "Well, not as such, but I have done similar things related to my role as a parent, or as a hobby" Which I'm hoping the employer will consider close enough.
When someone asks you "Is there any such thing as a stiplegink? "Such" means that fits that description.
Now, your question has asked for a definition of a phrase. Do you consider my answer as such?

Doesn't it mean "in that case"? Ex:"I have no qualifications as such, but I feel I could do the job".

It doesn't really have a meaning as such.
Someone who studied english will probably know what it's called, but it's used to express the meaning of 'almost but not quite'
