Well obviously in the rape scenario no means no. But more generally in the field of boy-girl relations, no can sometimes mean yes, and this is the unfortunate outcome of a situation where women are still expected to be passive, coy, play hard to get etc. Women are still not encouraged to take the iniative in sexual relationships, and women who do make the first move or define for themselves what they want are still likely to be considered too easy. So more often than not, women end up either complying with what men want from them without figuring out if they actually want it, or convincing themselves that they want it because he wants it. Or they say no, and resist, not because they necessarily don't want what is being offered (not just sex, maybe a date, etc) but because they think that as a girl, this is the only way they will earn respect (and unfortunately, often they may be right).
Also, it's difficult to give a partial yes. Maybe what the girl wants tonight is to hang out, get to know each other better, fool around a bit, but not actually have sex. So when he says do you want to come and see my place? she might say yes. And when they kiss and he says is this ok? she might say yes. But if he starts undressing her she might say no. And this time she might well mean no, but on the grounds of saying yes to the first two, the guy might then call her a pricktease. Or she may feel that she has to back down and say yes to sex in case she gets branded a pricktease. If we didn't encourage a culture where women are expected to cultivate feminine mystique, it might be easier for girls to be honest and direct, and it might be easier for guys to figure out what we mean when we say yes or no!

I can't top Louise, so I'll just say this: In my mind, no means "NO!!!". Even a prostitute has the right to a day off, yeah?

I like whiskas post. No, kitty, it's my cheesy poofs. Puts me in mind of a Far Side: "What Dogs Hear." The guy is saying stuff like "No, Ginger, not now, Ginger, off the couch, Ginger..." and Ginger, the dog, is hearing, " blah, Ginger, Blah-blah, Ginger, blah-blah-blah, Ginger..."
No means no, unless there is some clear qualifier added like, "No, bartender, I simply couldn't have one more double whiskey" which when uttered near last call time clearly qualifies as a cry for a bottle full and a cab.
And, often no can be expressed clearly in other ways, for instance, some times derisive laughter means no, like the last time I asked for a raise.
