You can get it registered (which is really just about paying the taxes on it to your local government) and get tags for it just as soon as you have the title and the bucks to pay for it.
However, neither you nor your husband can ride the bike until you have the proper class of license (varies from state to state, but here in Georgia, it's a Class M).
Also, if your husband wants to ride on a military base, he will need an orange vest with reflective strips ... check at the PX.

I had no trouble registering my bike with no motorcycle license. I'd just bought it before taking the MSF class and wanted to have everything ready to go once I got my license. The only thing they asked for was proof of insurance. You will need that.
I'm in Georgia; things may be different where you live.

You never mentioned if your husband rides a motorcycle. If not, then you may have signed his death certificate. There are MANY instances of military personnel who never take a formal motorcycle training course, getting on a new motorcycle and killing themselves because their machismo makes them think they can handle anything. For both of your sakes I hope he is an experienced rider and wears more than just the reflective vest!
As far as registration goes, it differs from state to state, and the rules are probably completely different for the military. Here in CO, registration and driver's licensing are two completely separate entities. While this means that with the right paperwork anyone can register a vehicle whether it's theirs or not, but it also means making another trip to get the "M" endorsement on your license.

If you're registering it in his absence in your own name, you won't have any trouble getting the plates...Just provide proof of insurance and pay for the title transfer fees and license plate. The DMV doesn't care about a cycle endorsement for purposes of buying or registering a motorcycle.......

dmv is so stupid ,if you have AAA or farmers or something like that they will register it for you if it's a dirt bike you don't even need a license much less an endorsement

I went to the Tag office when the temp tag expired, took the registration, paid 20 dollars and got the tag. They don't ask for a license.

You may hve a problem if you want to register it in his name. ...but you wont need a motrocycle license. I dont have one and i got mine registered just fine. What we need here is a certificate of insurance.

I did the same thing for my hubby... I do not have a bike license but I registered his bike in my name. There were no problems!

you can register it, you just can't ride it, I'm pretty sure. If they ask, tell them who it's for. this isn't communist china after all.
