i have registered my site with a web hoster and now they say i have to set the the names server to the ip nos. they have given.
they have given two names server ip addresss. one is primary and other is secondary. but how to i set? and start working on my website building?

Boss, you can find name server (NS Records) in your domain control panel. If you register your domain name they will provide you a control panel. in control panel you con find manage DNS. in sub category you can find name server. edit them. if your domain registerer not providing control panel then request them to change and point them to desired name server.

Name Server converts your requested URL to IP and viceversa
First Suggestion
Find a Better HOST if they Don't support you in starting
Second Suggestion this is a Paid Request there might be chances they are will to have some money Give them if you don't know .
