All the countries in Europe are democracies and have parliaments. Of course, the head of state changes. In other countries it's the President, some have a king or queen. Nevertheless, it is the prime Minister who runs the government and the state. When the President is directly elected by the people (liek France), he has a pretty important role. When he is elected indirectly, like in Greece, he is an important institution, who guarantees the democracy, but has no executive power.
