Even if there is an agency that exist to complain about air pollution the problem will not be solve, because the main source of air pollution is the PEOPLE. Sorry if i answer negatively you know how it is in the Philippines.

I think you should just sensationalize it by calling the media instead. People in the gov't tend to make actions once it was already exposed on television.
