Definitely. Let's look at the delinquent's children family background and you'll find that they come from broken homes usually. They usually have one parent in jail, divorced, away from home, one parent dead etc. Children from these families become rebellious at their formative years from trying to adjust. They see other kids with "complete families" and they feel that heaven is unfair to them. Rebelling is a way for them to understand and learn. It is a passing phase.
However, there are also children who do not have family problems yet they rebel. This may be due to lack of attention at home.
Deliquency is definitely linked to instability in marriage.

I doubt if it is a cause but a result of the same underlying problems.
