f someone has their cell phone turned off and people call but hang up before the message machine starts...is there a way for that person to see who called their phone while it was off if no message was left?

You can ask your service provider for this.

It varies from one SP to another, many SPs do faciliates their users with this facility, they shows a text message about the call history (ie who called you when your cell was off).

So as this facility is possible, you should better ask your SP whether they provide it or not.

Caller ID does not work when the phone is turned off. No ones tracking you. Take your meds and go to bed, lol j/k

There is a way but i am not sure. Try it anyway. 1st: check the missed calls. do you have a calller ID? also the CALL HISTORY check the "incoming" Hope it works! Best of Luck!

If they have caller ID then they can see who is calling or who they have missed calls from.

It may not be off, it may only have been diverted to voice mail.
