They already have them.
All the Pentium D, Core Duo, and Core 2 Duo models can run in 64-bit mode, but are mainly 32-bit processors. Intel originally tried to push their Itanium CPUs years ago, and when the first ones finally came out, they were a huge failure. The biggest problem was their performance, but the other was that they were only 64-bit and weren't backwards compatible with 32-bit. While this seems like a good idea, the market didn't respond well to it. AMD released their Opterons and Athlon 64s that could do both crushing Intel's dominance in the 64-bit world. Intel was forced to concede and follow AMD's move releasing the CPUs I listed above.

Instead of making 64 bit processors, Intel is now making dual core processors, so it is essentially a 64 bit processor (32 +32 = 64)

they have made it already in some p4 and all pent dual and VIIV... but its not turned on... you can turn it on... but it will risk in a processor brun up or "meltdown"
