Iran or Syria. The 1st thing I would do is decree that all religions are free to worship with one exception. ANY identified member of an intolerant group or faction will face a swift and certain capital sentence.
Of course I would have an airtight will and testament drawn before the public decree was given :)

I would be president of the U.S.
I would abolish the Federal reserve.
I would remove the patriot act.
I would abolish the CIA
I would end the war on drugs.
I would end gun registration, and make gun control less severe.
I would abolish FEMA
I would place much heavier restrictions on the FBI, ATF and presidential powers.
I would remove the income tax amendment to the constitution, as it was never ratified and is thus illegal to use.
After that, I would work to restore the power back to the people.

USA. First thing I would do is take the aid given to Israel and direct it to Palestine instead under the same terms and conditions. Then I would smile as the Zionists got a taste of their own medicine. A girl can dream, can't she? :)

I would like to be the President of Mexico and give the money offered by the U.S. to the people in the form of jobs, so, Mexicans won't have to come to the U.S. to find work.
