There are lots to websites out there to help you get started, I recommend this one http://www.w3schools.com/php/default.asp it is always a good place to get started with web application development.

There are good tutorials on php.net and mysql websites. That's how I got started. There isn't much setup needed for apache, as long as it has the php module loaded.
