I believe that saying come from the era when pirates where prominent & if you ran your mouth the wrong person might hear & report to people who might have a price on your head to collect a reward & pirate ships where sank more times than not. So yes loose lips can sink ships.

this came from ww2 when girls were sent out to bars to talk to the troops they would get them drunk and then ask them questions about where they were going to ship off to . and being drunk if they knew they would tell her . then she would tell her superiours and they would send out a ship or sub to blow up the ship came the fraze loose lips sink ships ok. im 67
