Godzilla. The "B" movie monster icon made millions for Japanese film studios--and spawned off scores of sequels, each one as popular with sci-fi "B" movie audiences world wide.
Godzilla's roots began as an anti-military nuclear testing protest, impressively masked and allowed by Japan's government ( I guess they didn't care to go to the movies a lot ) who later saw the $$$$ roll in, which dampened any political oppositions once they figured things out.

that depends. Is Freddy Kruger, Michael Myers or even Jason Voorheers considered to be monsters? what aboout Leather Face or Jacob Goodnight from "See No Evil"? I reckon that anyone who scares the the bowel movements out of you should be considered monsters. So it's a toss up between Freddy and Jason. I just thought of someone else. What about the Jeepers Creepers Fella?

It's a really close race between The Mummy, The Wolfman, Dracula and Frankenstein's monster - the famousness of each grows every year with new adaptations of their stories, even outside of the horror genre. If you take all of movie history into account (and books, t.v., music, etc.), each of these characters has a cult built around them, and Hollywood is constantly re-using the motifs and ideas of these characters in new ways.
