for quality of life, duluth would be the clear choice. places rated has consistently rated duluth highly for clean air and water, low crime, and good access to health care and educational institutions. plus it's just a beautiful place to live. the economy traditoinally lags behind southern minnesota, though, and the winters are quite cold.
saint cloud has become somewhat of a bedroom community for the twin cities. traffic is and issue, and the growth rate is much higher than that of duluth or rochester. it IS centrally located, and convenient to the twin cities. and saint cloud state university is a respected school. i've heard that traffic issues in saint cloud are becoming a real nightmare, due to the growth.
rochester is home to the mayo clinic, and much of the economy is driven by it. the average income, as you might guess, is much higher than that of duluth or saint cloud. easy access to the twin cities is a plus, or a minus, depending on your view. housing costs here can be quite high as well.
depending on your needs, any one of these cities can be a good place to live. others you may consider are sioux falls, la crosse, or cedar rapids. a good way to get the flavor of a place you're interested in is to look at the websites of local media...

Duluth---it's really hip, and it's got skiing at Spirit Mountain in the winter, and nice drives along the lake. It's a great walking cities with good views because it's hilly. The old houses are really beautiful. Plus, Duluth has Grandma's
