Well i have parakeets and they talk all the time (kinda annoying) but maybe some birds are shy.

Pet birds are strange little beings. It is much like trying to get your 2 yr old to say or do something cute in front of others.
My 2 Quaker parrots always talk to each other when I cover them for the night, "I love you", "cmere", and "Oh Girl" I hear them say. They both talk to me and all of the 'flock' that live with them.
New people make them nervous because they don't see them as part of their flock.
If the bird is new to your home it may still be adjusting and if they talk under the sheet it will soon talk to you also.
Have Patience and give lots of love and you will find your bird to be a great companion.
Someone else here said "could it be shy" that is a good answer your bird may be shy but if you give it love & spend a lot of time sitting with the bird, letting it hang out with you, out of the cage soon you will have a chatty little featherd buddy (When I say a lot, I mean a lot of time & attention, birds are very social animals and need companionship, I'm not saying get another bird, your companionship is something your bird craves and needs) Good Luck :)

LOL, I have the opposite problem, my blue and gold Macaw barks, meows, crows like a rooster, goes threw her whole repertoire of words. Especially if she is bored. She knows she gets rewarded when she says words, especially when she is learning a new word, so CRACKER is another one that she screams.
Teach your bird her word, not in the cage though, on your arm or elsewhere. Reward her for even trying. They love to mimic and actually are very smart (Realizing they will get a treat to perfom)

It's because, when they have a sheet on, they're able to concentrate and interact better with the noises it hears around it. You'll find the more u talk to it without a cover in a quiet room, the more it will react without the cover.

Your bird is a ventriloquist. Under the sheet you can not see it's lips move.
