At what age are minor children allowed to go to Public swimming pools without adult supervision - given that there are lifeguards at the public pool?

No federal agency regulates this....thank God!

However, every state and some local governments DO regulate this.

In New York, the Dept of Health regulates enforcement of the State Sanitary Code for operation of public swimming pools. HOWEVER, local jurisdictions (like NYC) can add further restrictions and regulations to the state sanitary code, as long as they do not contradict the state codes.

Your best bet is to talk to the local pool where minors will swim. They will give you the 'skinny' on what the local rules and regulations are where you live.

I was not aware that a "Federal" agency would oversee a muncipality pool? Most pools have a guideline to go by, and are governed by their own city laws and regulations.

Probably none.

The federal government is one of (supposedly) limited enumerated powers. What you're talking about is a local health/safety issue which would make it something regulated at the state/city level.
