Godzilla is merely a representation of personified horror. His nuclear breath represents the death-blast of an atom bomb. You can see the Japanese's fascination with mass destruction in their cinema, mostly represented in the anime genre.

Godzilla is a Japanese construction, detritus of a society attacked with nuclear weapons.
Also, it's really funny watching the actors mouths and it reminds some of us of rainy Sundays eating peanut butter toast.

They have a symbiotic relationship...When he/she is pissed Godzilla takes it out on Japan...But when danger threatens eg. Giridon et al, the big guy/girl is there for the fray...knocking down power-lines etc.(They remember the effects of nuclear power and Godzilla was a creation of that...Bad radiation..).
