As per my opinion no one is best . all are money minded company not believe in giving good customer service specially for old customer. still if i have to choose among available mobile operator pl refer following
GSM
HUTCH - good network , good facility with handsome( High) charges nothing free .Customer service better than BSNL .
BSNL - Prise wise good but not believe in customer service
Airtel - Same as hutch
For CDMA
reliance - only better choice as tata is not focusing and active in market .

It largely depends on the state you live in. But, in general, Airtel is a leading GSM provider, and Reliance is the leader in CDMA.
GSM ---> In Karnataka circle, Airtel is the best. For Tamilnadu, Hutch. Maharashtra, Idea Cellular. Don't know about the northern states.
CDMA ---> Reliance is the best countrywide. Tata Indicom can also be considered.

as a student of ECE engg i can say CDMA is quite better than GSM system in technical view.
but in case of GSM connection reliance is cheap,but i think airtel service is best.

For pan india footprint, I think Airtel is best in GSM.

BSNL's cell one is very good for both GSM and CDMA.The prices are cheap and the coverage is excellent.Get MTNL's dolphin connection if you are in delhi or mumbai.I use dolphin.Its very trustworthy and the signals are available even on hilly terrain.
