if its her house, then who cares, if your a man and is worried about her neglecting the house, then YOU clean and take on the responsibilities!!!

If this is a "sudden change", then I would suggest you get her to a Doctor, as some hormonal imalances have probably occured and she may be slipping into depression, or other things.
If she has been like this all the time, and is married, then its the husbands responsibility to pick up the slack. (Since he is used to living this way, then he has no complaints about her slothfulness, as she was probably this way when she married him).
If she lives alone, I would still have her checked out and see if she is suffering from some mental disease or hormonal imbalance. (Most normal people dont live like slobs, but, for those who have a 'tendency' for this sort of things, there is little you can do about them).

I'll assume you're of a different culture than I am, here in the United States.
In my experience, and enlightenment, I see the maintenance of a home, as something that should be shared. Beyond the fact that this is not the 19th Century, I'd hope that even a culture that disregards women as human, still takes some other gender duties to task.

neglecting one's residential property leads to decay in many forms. Without normal upkeep, (ie Paint, normal furnace, water heater checks, cleaning). Bugs arrive, water heaters fill up with calcium, furnaces become inefficient and heating and cooling costs go up as the result.
Pay for up keep or pay for replacement? Replacement cost of a water heater is about $500 installed(it costs nothing to drain it once a year for maintenance), a new furnace and AC will run about $4000, (a furnace filter change once a month will run about $3.00)
Not keeping a house clean will result in bugs, an exterminator will charge about $500/trip, with roaches it generally will take many trips.
A Womens' responsibility? God a homeowner should take pride in where they live. As should renters. I've booted and sued renters for leaving garbage around my properties because of cost of cleanup and damages caused by rodents.

ok so why is it in this day and age that because a woman is a woman she has to take care of everything cant a guy just be a man and help out around the house a little i dont know but maybe some people are stuck in the world of the 50s where the woman cooks and cleans and i would be screaming shoot me now so thats my two cents

I knew a lady that had 10 kids in the house, and her husband was blind.
Her house was messy all the time bcause of the amount of kids she had!
She had 2 single beds full with laundry 2 fold, all the time!

First, find out what's going on with your wife - "Is she feeling well? Is she happy? Does she need help from others living in the house?!."- Secondly, work together to get things done. Teamwork=marriage.

Why not ask her nicely why she is having trouble keeping the houe the way YOU want it. Maybe she is sick or depressed. If you are not willing to do your part and help her then I suggest you hire a maid to help her. It hardly seems the kind of thing to end a marriage over. Just be a nice guy.
