Best Friend does not mean he has to be a perfect being. You define what is the best person to be your friend. What type of qualities you need is your choice. But being a friend should also understand certain personalities weakness and willing to accepts it.
You have to know what you are willing to accepts and what is not working for you.
Tell him or her about how you feel and see if he is willing to work with you.

People break promises to loved ones and friends all the time. Usually it is not intentional or perhaps uncontrollable. I agree with the first answer. It depends on how realistic this promise is and how strongly he feels about it.

If he is a true friend he will not break the promise but at times situations make them to break promises. It does not mean that they dont like you ornot but its the situation and time makes it.
So what i suggest is dont make any promises and let the life go as it is. you will find amazing results.

if by telling the secret you'll be helping someone in the long run, then yes break it. but if its going to hurt someones reputation and cause alot of problems for you and the person you made the promise to, then you shouldnt (unless she like robbed a bank or etc.).

If he genuinely made a promise to you as your best friend, he is honor-bound not to break it. That would be a very serious breach of trust.
