In computing, load balancing is a technique (usually performed by load balancers) to spread work between many computers, processes, disks or other resources in order to get optimal resource utilization and decrease computing time.

They use services to accelerate the limited speed of current network technology. The process relies on a system that is similar to caching, but that relies on servers to constantly assess Internet congestion levels and immediately upgrade a routing path over a network accordingly. In short, the network figures out the fastest possible route for data to travel and then constructs an appropriate pathway over its own network.

Lots of fiber optic cable and lots of PCs.

Google spreads traffic out in data centers all over the world. Maybe eBay does the same.
