might have air in the line. might be that you need to turn down the temp. might be a sign of needing a new washer. and finally, water pressure might be too high or too low.
call a store like Lowe's or Home Depot (plumbing department) and ask the same question. Sure hope you don't have to hire a plumber.
Bet it is a quick fix as I mentioned above.

Think most of the answers cover it. You didnt say if problem has only just started or gradually manifested itself. The only way to resolve it is to strip the tap down and inspect it. Look for condition of washers/seals and scale build up.
Good luck

I've had this problem before - it the tap one of those where you control hot/cold with one hand? i.e. turn it left for hot and right for cold?
If so - you need to replace the seals in it - sometimes the pressure of hot water gets higher than cold (or vise versa) and when it leaks through old seals it makes noise...... very annoying

it sounds like to me that your boiler might be running too higher pressure, check your pressure with your paperwork!! also your cold tap normally runs off main feed so there is a steady flow of pressure. hope i was some help.. good luck

Probably the jumper is loose and vibrating, needs to be dismantled to replace parts.

I agree.. there is air in the pipe, so you will need to bleed your pipe by opening the valve...
