Not really. A technician generally would repair them where as an engineer would design them.

I've been working in IT for over 10 years, and I've found the area of job titles to be a little bit fuzzy, but generally . . . . .
Computer Technicians do repairs to individual PCs.
Computer Engineer is not a title I come across very often. I would think that it is an engineer who designs and builds PCs.
A title that I come across more often is Network Engineer, which is usually someone who can design, architect, troubleshoot and repair networks and servers, as well as individual PCs.

Enginners have to know more stuff. more training is involved...you build stuff from the individual components, you wouldn't just work on pc's you'd be working on super computers the like of deep blue and stuff nasa and the government uses for databases...
techs just need to sound like they know what they are talking about and know their way around a personal computer... a little more if they want to get A+ certified and the like... engeneers earn more money... but an A+ tech and get very close to that...

Back when I worked in the factory testing and fixing computers, the engineers told us why it would not work and we the technicians went ahead a fixed it anyhow!

in a easy language:com engineer produses new brand pcs or devices.but a com technician repair pcs or work in pc factory.com engineer study 2 years more than pc tech
