Some prisons allow minimum security inmates computer time yes.

I don't know about all prisons, but inmates in the Dept of Corrections in California do not have access to the internet.

if you are a prison inmate. obviously yes.
if you are not a prison inmate - i dont think inmates get computer time..

If they have computer access they can and in some prisons they do.
