Short answer: "Information is Power."

The government DOES publicize grants. But the information is buried in the tons of other information that government releases every day. It's no secret; and anyone who wants to take the time can find out the information. But once you find the information, you still have to write the grant proposal, and that can be very tricky, because grant proposals are difficult to write.

So, if you've got the time to wade through the useless information and find the available funds, and you also know how to write a winning grant proposal, you don't need the experts. But most people have neither the time nor the expertise to do these things, and that's why people are in business to do it for them.

If you know all of the in's and out's of real estate, you don't need to hire a realtor to sell your house -- you can sell it yourself. But most people don't have the time or desire to acquire that expertise, so it's easier to hire someone who does. Same with finding available grant money and writing grant proposals. It's hard work that requires a great deal of knowledge. You expect to paid for your knowledge, right? So why would you not pay someone else for his?

Well, the way this works to justify Taxation with Representation; the government has various programs, but, it not publicized. Most stuff is what I call; "Exotic" Grants. You have to meet certain criteria to qualify which many of us will not. But, some of it it true, it is there. People just need to learn to "Run the Gauntlet" to find this money. Lot of leg, paper and phone work. Some people "May" have found these resources and want money to compensate them for their time. But, if the Money there a person experienced with "Research Papers" from college can find it, School has it's benefits. ;-)

For the same reason that people spend lots of money on diet pills. They don't want to have to work for it, they just want the results.

because they don't know the grants are free.
