Yikes..wish you had airbags.
Did your computer come with a "rescue" disk or a recovery cd?
Remember back when your computer first asked you if you wanted to create a rescue disk and you clicked no? Yeah...shoulda made that one.. =)
Anyways, reinstall the operating system and you should be alright.

Run system restore in safe mode (hit F8 during boot screen)
Still not working?
Reinstall windows.
Still not working?
Take in for repairs to local computer shop or better yet the original place you bought it from.

if you use windows xp put the windows xp in the cd drive and restart your system then it will boot from cd restall windows xp from the windows xp cd if that fix the problem your ok if not then your need to use your system recover disk & re-set up from that
