why is that we know chatting at work won't make us productive, but still sometimes people can't set that aside?

It's because we have nothing else better to do but socialize.It's all boredom.

To be responsible workers & to achieve promotions, there's no time for chatting on line or in person with co-workers. People need to remember that they were hired & are being paid to do a service & be productive for the company.
