because they are ashamed of their work and mostly stay away from the world and all the garbage is found down in the earth that is why they are known as " under world people".

I guess their work involves hiding ( information, treasure, methods ) a number of things so that they are not visible to the world and they happen hidden to the world -- i guess underworld carries that connotation of secrecy and hiding well .... for the same reason "aboveworld" or "ontopoftheworld" would not have been suitable choices!
