To be honest, even though wrestling is scripted and fake, The Million Dollar Man was more over than JBL and a better actor in the gimmick. So based on that fact the winner would be The Million Dollar Man due to popularity and the fact that is who usually rules who wins and who doesn't.
In my own markish way, I'm going to answer it as a fan now, The Million Dollar Man Ted Dibiase will win because as his theme says, he's the Million Dollar Man and he always gets his way!
