I'll give you an example, I have an '03 Corolla S, and I got custom taillights, headlamps, and dark limo tint on the windows, thats all!!! I was pulled over and cited at least 3 times in the first month I had the damn thing because the lights weren't OEM, and the tint was too dark. The last time I got pulled over, the cop made me pop my hood to check if there was any illegal aftermarket performance doohickes in there, and checked my muffler to make sure it was stock. (they were)
They finally left me alone about it, I left all the mods on the car anyways.
The under car neon lighting is illegal becuase it is distracting to other drivers (I was told) If an aftermarket muffler is rated at so many decibles (dont know exactly how many) it's illegal, because its "noise pollution", the tint is illegal because the cops want to be able to see your face, and the headlight/taillight thing I never did get figured out, because I had the right color of lights

Tricked out is a very subjective term. It basically just means the car is heavily modified and customized. There is nothing inherently illegal about customizing a car but in CA the emission rules are very strict. Many car with engine modifications will not pass emission tests.
Another common law violated by mods is that the headlights have to be a certain high above the ground. Cars that have coilovers or lowered suspensions often don't meet this requirement.

In California a "tricked out" car is only illegal if...
1) Engine modifications defeat required emissions devices or causes emissions to rise above prescribed standards
2) Vehicle suspension modifications CAN cause the vehicle to become unstable.
3) Safety equipment has been removed or defeated.
4) Using the vehicle becomes a hazard for other motorists or pedestrians.
5) Vehicle becomes either a visual or audible distraction such as
a) Loud exhaust
b) Unapproved lighting
6) Vehicle constitutes a threat to others due to safety concerns eg
a) Some tinted windows and windshields
b) Tires outside of fenders or mud shields (fender flares)

im from california and a tricked out car is a car with neon lights a loud flowmaster muffler limo tint windows and a really loud sound system thats all trouble or so police say

Tricked out could mean anything from custom license plate screws or a bumper sticker to who knows what. The legal explanation is extremely vague
