Because it`s illegal to have stuff like that too relocate music and movies

Solving problems like these is always easier if you include the actual error message that you got. Having said that, I'm going to guess that you did turn off your firewall software, but failed to turn off your A/V software, and the A/V software blocked it because the copy of limewire you tried to download had some sort of malware or spyware attached to it.

downloads could be blocked on your machine if you are not the system admin
that or you have a virus...
