He does produce enough sperm. try to get him to wear boxers not breafs, keep the balls free of tight fitting clothes and may be some cold packs and only have sex on your most furtile days( if your tring to get pregnant) count 28 days from the day you start, on day 14 if your most furtile and 2 day befor and two days after. Sperm not active pretty much means floaters not swimmers.
Don't know how to activate them however some fertility specialists say to abstain until the woman's ovulation....... then they may be more motile, or active.
