Are you talking about halogen lights? Halogen lamps give off UV radiation in addition to visible light. The glass covers over the bulbs have UV filters to remove most of this, but if you took it off, a halogen desklamp could probably give you a sunburn.

Perhaps you are referring to free radical forms of halogens (elemental form with an unpaired electron); they are more likely to bind free oxygen and initiate abnormal growth of bodily structures where they are found. Radiation often creates free radicals of many types. I'm not sure if I understood the question but I hope this helps some! (This effect wouldn't necessarily be restricted to halogens but to any ionizable molecule.)

That question doesn't even make sense....Halogens are a gas and none of them are radioactive.
