I'm talking counting it in real time, not how long it SEEMS to take. My record is about 1 minute.

About 5 minutes. The light just wouldn't change. So finally, people started going through it anyways.

About 20 minutes - a section of roadworks which reduced several miles of road to just a single lane. There were signs on the approach warning that the lights would be at red for ages.

If you're talking about waiting in queues caused by red lights then it's not unusual to be stuck for half an hour or more in some parts of the UK, particulalry in London where driving can be slower than walking.

Our local council also has a mad policy of turning all lights at junctions to red to control traffic flow and give pedestrians time to cross the road. It usually means waiting about 2 minutes before anyone gets to move.

Seven minutes and 34 seconds!

In Portland, OR. there are a couple of nasty lights. But most are about 1 - 3 minutes long!

BTW that does not include rail road tracks or crossings as your question did say "Traffic Lights!!!"

Five minutes plus. We have a light near me that only changes when a car goes over the sensor. It's not sensitive enough to detect a motorcyle, which is really annoying. Your only choice is to run the red light or wait for a car to come along and trip it.

About 10mins, no joke. It was on a turning lane going across a busy road, there was about 10 cars in front of me and the light would only change long enough to let 2 cars out. I was pretty angry by the time I got to go.

8 minutes and i timed it. the light was the quick kind and the line was long. when the light turned green, only 2 cars got to go. it took 8 minutes to get through that intersection.
