Its polite, and he wants to be able to book him again, its how its done. :-)

Most likely, he ran too long with another guest or sketch and didn't have enough time to bring Matt Damon on. Some celebrities get offended by this, but it happens.

shows will do that when they have a guest that they don't really have time to talk to because the show is running late or they spent more time with other guests or segments.
