This is completely free. In Google's search bar, type in the name of your county and then the words assessment search. For example, if you live in Pennsylvania, you could type in something like Allegheny County Assessment search. Then, you can search by owner name, lot number, or address. You can then look up taxes, image (photo), previous owners, description, and other information.

If you mean who used to own it go to the town hall and do a TITLE search. (it is something you might want to learn how to do first or you could pay a title search company or a lawyer to do it. They charge about $75 to do it.)
